He trained briefly at the Royal Academy of Dramatic Art and served in the Intelligence Corps during the Second World War. He began his career as a supporting actor in British films before turning to screenwriting in the 1950s. Forbes made his directorial debut with *Whistle Down the Wind* (1961). He also directed *Séance on a Wet Afternoon* (1964), *King Rat* (1965), *The Stepford Wives* (1975) and *The Slipper and the Rose* (1976). His screenplays include *The League of Gentlemen* (1960) and *The Angry Silence* (1960). He appeared as Cohn in *The Guns of Navarone* (1961) and wrote and directed an episode of the series *Play for Today* (1980).
