C. E. Webber, also known as Cecil Edwin Webber, was a British television writer and playwright. He worked as a staff writer at the BBC in the early 1960s and contributed to the early development of the science-fiction series *Doctor Who* (1963).

Alongside Sydney Newman and Donald Wilson, Webber co-wrote the first format document for the series. His draft script for the proposed first episode influenced the broadcast version of *An Unearthly Child*, though he received no on-screen credit. He had previously written for BBC serials including *The Silver Sword* (1957) and *Ask for King Billy* (1959), as well as stage plays such as *Be Good, Sweet Maid* (1957).
