Frank Butler (also credited as Frank Russell Butler) was an English-born American screenwriter and actor. He began his career in theatre and silent films as an actor before transitioning to writing, contributing to more than sixty screenplays, many for Paramount Pictures.

He is known for his work on *Wake Island* (1942), *Road to Morocco* (1942), *Going My Way* (1944), for which he shared an Academy Award for Best Original Screenplay with Frank Cavett, and later films including *Road to Bali* (1952). He received additional Oscar nominations for *Wake Island* and *Road to Morocco*. Butler was nicknamed the 'Story Doctor' at Paramount for his contributions to numerous scripts.
