Haruko Katō (加藤 治子) was a Japanese actress. She was born on 24 November 1922 in Akasaka, Minato, Tokyo, and died on 2 November 2015 in Tokyo.

After training at Shochiku Shōjo Kageki Gakkō, she joined the film company Toho in 1939 and made her debut in *Hanatsumi Nikki* that year. She appeared in numerous stage plays, films and television dramas, and provided voice roles in several anime productions.

Katō is known for voicing Madame Suliman in *Howl's Moving Castle* (2004) and the Old Lady in *Kiki's Delivery Service* (1989). Her other credits include the Grandmother in *Mishima: A Life in Four Chapters* (1985) and Kinu Akabane in *A Taxing Woman's Return* (1988). She received the Kinokuniya Theatre Prize individual award in 2001 and the Order of the Precious Crown in 2002.
