Katie Lowes is an American actress and theatre director. She graduated from New York University's Tisch School of the Arts with a BFA in acting.

Lowes is best known for playing Quinn Perkins in the ABC political drama series *Scandal* (2012–2018). She has voiced characters in several Walt Disney Animation Studios films, including Candlehead in *Wreck-It Ralph* (2012) and *Ralph Breaks the Internet* (2018), and Dr. Madge Honey Badger in *Zootopia* (2016).

With her husband, actor Adam Shapiro, Lowes co-founded the Los Angeles-based IAMA Theater Company.
