Kyoko Terase is a Japanese voice actress affiliated with Aoni Production. She was born on 5 July 1958 in Tokyo and has also been credited under the name Megumi Terase. She trained at Nichi-Bei Eikaiwa Gakuin and the Bungakuza Fuzoku Engeki Kenkyujo.

Terase is known for roles including Sachiko in the 2003 film *Tokyo Godfathers*, Moses's mother in *Attack on Titan* (2013), Joe's mother in *Science Ninja Team Gatchaman* (1972) and Peacock in *Goku: Midnight Eye* (1989). She has voiced characters in numerous anime series, OVAs and video games, including Meryl Silverburgh in the *Metal Gear Solid* series.
