Luiz Eduardo Soares is a Brazilian anthropologist, sociologist, political scientist and writer. Born on 12 March 1954 in Nova Friburgo, Rio de Janeiro, he has held senior public roles including Sub-Secretary for Security and Coordinator of Security, Justice and Citizenship in Rio de Janeiro state (1999–2000) and National Secretary for Public Security (2003).

He appears as himself in the documentary *Bus 174* (2002). Soares is the co-author of the book *Elite da Tropa* (2006), which was adapted into the feature film *Elite Squad* (2007). He has also contributed to other screen works including *A Suspeita* (2021).
