He was born on 4 December 1951 in Santa Monica, California. Garris began his career in journalism and publicity before working as a writer and story editor on Steven Spielberg's *Amazing Stories* (1985–1986), for which he received an Edgar Award. He directed his first feature, *Critters 2: The Main Course*, in 1988. He is known for his work in the horror genre and for several adaptations of Stephen King novels, including directing *Sleepwalkers* (1992), the miniseries *The Stand* (1994) and the miniseries *The Shining* (1997). He created the series *Masters of Horror* (2005). Garris has also directed episodes of television series including *Once Upon a Time* (2011), *Pretty Little Liars* (2010), *Ravenswood* (2013) and *Shadowhunters* (2016).
