Nicola Blackwell is a British actor from Killingworth, Newcastle. She is known for playing Debbie Wilkinson in the film *Billy Elliot* (2000).

Blackwell attended Heaton Manor school and later graduated from Northumbria University with a degree in marketing. Her other screen credits include appearances in *EastEnders* (1996), *The Bill* (1999–2000), *Casualty* (2002) and *School for Seduction* (2004).
