Nora Kay Foster, also credited as Kay Foster, is a television writer and producer. She frequently collaborates with writing partner Adam Armus. Born in Los Angeles, California, she met Armus in a screenwriting class at UCLA and they began their professional partnership there.

Foster and Armus wrote multiple episodes of *Hercules: The Legendary Journeys* (1995) and *Xena: Warrior Princess* (1995), including the Xena episodes "Chariots of War", "Death in Chains" and "Ties That Bind". She later contributed to *The Practice*, *Birds of Prey* and other series. On *Heroes* (2006–2010) she worked as writer, supervising producer, co-executive producer and executive producer. She created *American Odyssey* (2015) with Armus.

Foster received Primetime Emmy and Writers Guild of America award nominations for her work on *Heroes*.
