Philip Martin (3 July 1938 – 13 December 2020) was an English television screenwriter. He began his career as an actor, appearing in episodes of *Z-Cars* (1962) and other series, before turning to writing in the late 1960s.

His early writing credits included multiple episodes of *Z-Cars* (1970) and other police dramas. He created the BBC series *Gangsters* (1976–1978), which originated as a *Play for Today* episode in 1975. Martin also wrote the *Doctor Who* serials *Vengeance on Varos* (1985) and *Mindwarp* (1986, part of *The Trial of a Time Lord*). Other credits include episodes of *The Bill* (1990), *Star Cops* (1987) and *Hetty Wainthropp Investigates*.
