Philip Saltzman was an American television writer and producer. He was born on 19 September 1928 in Hermosillo, Sonora, Mexico, to Russian immigrant parents, and moved to Los Angeles as a child. He earned bachelor's and master's degrees in English from the University of California, Los Angeles.

Saltzman began writing for television in the late 1950s, contributing to series including *Alcoa Theatre*, *The Rifleman*, *Perry Mason* (three episodes, 1964–65) and *The Fugitive* (six episodes, 1964–67). He later worked as a producer on *The F.B.I.* (1969–73) and *Barnaby Jones* (1973–80), and as supervising producer on later *Columbo* episodes.
