He portrayed the character as a regular cast member on the series *Homicide: Life on the Street* (1993–1999) and *Law & Order: Special Victims Unit* (1999–2016), and made guest appearances as Munch on several other series including *Law & Order*, *The X-Files*, *The Wire* and *Arrested Development*.

Earlier film roles included appearances in *Scarface* (1983) and *Man on the Moon* (1999). He was the cousin of actor Henry Winkler.
