Richard Tuggle is an American screenwriter and film director. He was born on 8 August 1948 in Coral Gables, Florida.

Tuggle wrote the screenplay for the Clint Eastwood prison drama *Escape from Alcatraz* (1979). He also wrote and directed *Tightrope* (1984), directed *Out of Bounds* (1986), and contributed a screenplay to an episode of the television series *Tales from the Crypt* (1990).
