Richard Whitley is an American screenwriter, producer, lyricist and actor. He was born in 1948 in Elmhurst, Illinois.

Whitley began his career writing the screenplay for the film *Rock 'n' Roll High School* (1979). His subsequent television writing credits include episodes of *Delta House* (1979), *Homefront* (1992–1993), *Space: Above and Beyond* (1996), *Roseanne* (1997), *Millennium* (1998), *Recess* (1999), *Roswell* (2000), *Lloyd in Space* (2001–2002) and *Pound Puppies* (2012). He has also written for *TV Nation* and contributed to National Lampoon.

Whitley has taught screenwriting at UCLA Extension and hour-long television drama writing at Columbia College.
