Shinya Fukumatsu is a Japanese voice actor and stage performer. Born on 30 November 1958 in Tokyo, he trained at the Bungakuza Acting Institute and has worked in theatre, anime, video games and foreign-film dubbing since the 1980s.

He is known for voice roles including the Magician in *Paprika* (2006), Businessman A, Soldier and Fox in *Fullmetal Alchemist: Brotherhood* (2009), Judge in *JoJo's Bizarre Adventure* (2012), Kenji Mitsuura in *Mob Psycho 100* (2016), Butler in *Steins;Gate* (2011) and Toshiyoshi Kawaji in *Rurouni Kenshin* (2023).
