Stephen Gallagher (born 13 October 1954) is an English screenwriter and novelist. Born in Salford, Greater Manchester, he attended Eccles Grammar School and graduated from the University of Hull with joint honours in drama and English. He began his career as a documentaries researcher for Yorkshire Television and worked in the presentation department at Granada Television before becoming a full-time writer.

Gallagher wrote two serials for the BBC series *Doctor Who* (1963): *Warriors' Gate* (1981) and *Terminus* (1983). His other television credits include creating and writing the science drama series *Eleventh Hour* (2008) for ITV, serving as lead writer and story supervisor on the NBC series *Crusoe* (2008–2009), and contributing to *Bugs*, *Rosemary & Thyme* and *Murder Rooms*. He has also adapted several of his own novels for television, including *Chimera* (1991).

As a novelist, Gallagher is known for works such as *Chimera* (1982), *Oktober* (1988) and *The Kingdom of Bones* (2007). He has written under pseudonyms including John Lydecker for some of his early *Doctor Who* novelisations.
