*Hill Street Blues* (1981) asks us to follow a crowd without losing our concern for the people in it. We were moved by its compassion, because the people matter as much as the police work. Thomas Carter directed nine episodes, and learned handheld and fluid camera techniques while working on the series. That is a useful starting point for a director whose strengths lie in handling ensembles and establishing how a programme looks and feels. Our admiration for the series is not a claim that he made it alone.

Carter began directing on *The White Shadow* (1978–1980), where he also acted, and producer Bruce Paltrow was a mentor. Thomas Carter (born 17 July 1953) is an American director, producer and actor. Born in Austin, Texas, he graduated with a BFA in theatre from Texas State University in 1974. He began his career as an actor, appearing in series including *The White Shadow* (as James 'Hollywood' Hayward) and an episode of *Hill Street Blues*, before moving into directing.

Carter directed multiple episodes of *Hill Street Blues* (including nine in total), the pilot of *Miami Vice* and four episodes of *St. Elsewhere*. He has also directed pilots for other series and feature films including *Swing Kids* (1993), *Save the Last Dance* (2001) and *Coach Carter* (2005). His television work includes directing and producing on *Equal Justice*, which he co-created. Carter has received a Directors Guild of America Award and three Primetime Emmy Awards.
