Tom Fisher (born Tom Browne, 1968) is an English actor. He was born in Camden, London.

Fisher is known for film roles including Jacob Spivey in *The Mummy Returns* (2001), Top Hat in *Van Helsing* (2004), Willigut in *The Illusionist* (2006), Lord Chamberlain in *The Young Victoria* (2009), and Northumberland in *The King* (2019). He played Graham Chapman and a tramp in the television film *Holy Flying Circus* (2011). Other credits include *Shanghai Knights* (2003), *Cassandra's Dream* (2007) and *Marrowbone* (2017).

Under his birth name Tom Browne, he wrote and directed the feature film *Radiator* (2014).
