Tommy Duggan (22 July 1909 – 2 November 1998) was an actor who appeared in British film and television from the 1940s to the 1990s. Born in Barnet, Middlesex, England, he took supporting roles in films including *A Matter of Life and Death* (1946), *The Belles of St Trinian's* (1954), *The Omen* (1976), *Superman II* (1980) and *The Final Conflict* (1981).

On television he appeared in series such as *The Saint*, *Doctor Who* (as Senator Alcott in *The Mind of Evil*, 1971), *Dixon of Dock Green* and *Father Ted* (as Father Paul Cleary, 1995). He is also credited as Thomas Dugan, Thomas Duggan, Tom Duggan and Thomas G. Duggan.
