Tsuyoshi Kaga is a Japanese anime director and storyboard artist. He served as episode director on two episodes of the television series *Neon Genesis Evangelion* (1995) and as storyboard artist on one episode.

Kaga has worked on numerous other anime productions. He was series director on *Heisei Inu Monogatari Bow* (1993–1994) and contributed as episode director and storyboard artist to series including *Little Women II: Jo's Boys* (1993), *Story of the Trapp Family* (1991) and *Daddy Long-Legs* (1990). He also directed segments in the compilation films *Neon Genesis Evangelion: Death and Rebirth* (1997), *EVANGELION: DEATH (TRUE)²* (1998) and *Revival of Evangelion* (1998).
