Louise Carter (born Betty-Lee Carter) was an American stage and film actress. She appeared in around 48 films between 1924 and 1940, most often in supporting maternal roles.

Born on 17 March 1875 in Denison, Iowa, she had an established stage career that included Broadway performances and work as a playwright and producer. She made her film debut in the mid-1920s and continued working into the early 1940s.

Her screen credits include the mother of Paul Muni in I Am a Fugitive from a Chain Gang (1932), Frau Holderlin in Broken Lullaby (1932), and uncredited parts in Trouble in Paradise (1932), Gone with the Wind (1939) and Brother Orchid (1940). She died on 10 November 1957 in Los Angeles, California.
